The State of South Carolina Purchasing Card (P-Card) is a charge card designed to enable authorized State of South Carolina employees to make small value purchases of supplies, materials, equipment, and services for State business use, the only purchasing card authorized for use by employees of any State Agencies and by authorized employees of State Colleges and Universities, and can only be used for official State business.

The P-Card Program (Program) utilizes a VISA© purchasing card issued by Bank of America. The terms of the contract with the Bank also permit Counties and Local Political Subdivisions to use the P-Card. Use of the P-Card is subject to the small purchase procedures established by the State Consolidated Procurement Code and Agency purchasing policies and procedures.
